    This report reviews four key questions posed by the Office of Training and Tertiary Education (OTTE) in relation to recent and expected changes within the service industries and the consequent impact on training requirements and resources.

    These key questions are:

    • Major change drivers impacting on the industry
    • Enterprise and sector strategies to address change drivers
    • Training needs following from strategies to address change drivers
    • Potential impact of training needs to address change drivers upon
      training resources

    The Employment Skills and Training (EST) Survey represents a major innovation as it is Australia’s first Workforce audit across the expanse of the Victorian tourism industry, with a dual focus on regional coverage and small to medium sized enterprises (SME).

    The primary purpose of this survey was to undertake a workforce audit of the Victorian Tourism and Hospitality Industry by collecting comprehensive primary data directly from a wide range of enterprises within all sectors of the industry otherwise unavailable.

    The survey (a blue print for Strategic Workforce Development Planning) was supported by industry associations, employers and unions. A total of 3,276 Victorian businesses were surveyed with 903 responding to provide direct insight into the issues and challenges these businesses face in remaining competitive and responding to emerging skills development needs.

    Key Features of the report:

    • Current level of employment by sector, vocation, mode and region (LGA/Product)
    • Skill base of existing tourism operators
    • Employment characteristics in relation to turnover, seasonality and ease of recruitment and base recruitment
    • Business profile by industry sector and region
    • Business characteristics which enable economic modelling
    • The identification of skills priorities by industry sector

    2006 Melbourne Commonwealth Games Scoping Report

    This scoping study on the skill implications of the Melbourne 2006 Commonwealth Games focuses on Victoria's hospitality, tourism, sport and recreation industries. The study was lead by Tourism Training Victoria in partnership with Arts and Recreation Training Victoria and OTTE. Following from Sydney 2000 this report identified the skill implications of staging the Games to ultimately maximise the benefits to the industries and the State of Victoria in the longer term.

    Consultations were undertaken with key stakeholders in relation to the 2006 Commonwealth Games in Victoria. The findings from these consultations were combined with those from the Sydney 2000 experience.

    The findings from the consultations and other research on events in Melbourne, Sydney and elsewhere indicated five key strategic workforce issues to be addressed in the lead up to the 2006 Commonwealth Games.

    These issues are:

    • Clarifying the roles and responsibilities regarding training for the Commonwealth Games<
    • The Commonwealth Games be a catalyst to build upon Melbourne’s market positioning as Australia’s premiere 'Event City'
    • Building the long term workforce capacity of Melbourne and Victoria to deliver world class events
    • Addressing industry skill needs
    • Volunteer Training

    Tourism E-Business Report

    This report was undertaken to identify the 'e-business needs' within the Tourism and Hospitality Industry in Victoria. The report consists of four phases.

    Phase One identified the reasons why the Government's $A7.8 million dollar E-business initiative in 2001 was struggling to attract interest from tourism operators around Victoria.

    Phase Two analyses of regional response and reaction to Tourism Victoria's e-business initiative 'visitvictoria.com' and categorises operators into four different groups according to their computer literacy levels, preparedness and understanding of e-business.

    Phase Three and Four covers the development and implementation of a skills support package (Package B) including hands-on workshops as well as examines the mapping of potential E-business units of competency for the Tourism and Hospitality Training Packages.

    Hairdressing Destination Survey

    The Hairdressing destination survey was planned to identify the reasons behind the skills shortage and attrition rate with the following clear objectives:

    • To ascertain why the industry was having difficulty retaining staff
    • To determine why young people were not selecting hairdressing as a genuine career choice.
    • To provide adequate data to support critical decisions regarding the development of training, marketing and promotional activities, which will ensure that an appropriately skilled workforce is available to support the hairdressing industry.
