VET workforce skills in LLN project

IBSA is commencing a project to identify measures for efficiently and effectively building VET skills and networks in LLN for the VET workforce. When the review is concluded, IBSA will present a series of recommendations to DEEWR.

IBSA is seeking views and advice from experienced VET practitioners on the most effective ways to address professional development in this important area.

Strengthening the Australian Qualifications Framework

The AQF Council has been undertaking a project to develop advice for MCTEE on strengthening the Australian Qualifications Framework to ensure it is nationally and internationally robust and supports flexible cross-sector linkages and pathways.

The project commenced in 2009 and following extensive research on stakeholder views and concerns, related academic literature and international practices, the AQF Council developed a proposal for a strengthened AQF. Stakeholders provided feedback on the proposal and the subsequent revised AQF based on a taxonomy of AQF qualifications that has a ten level structure; a classification of knowledge, skills and application (incorporating generic skills); and a notional duration of learning for each qualification type.

The AQF Council have now released a Consultation Paper for feedback by 4 August 2010.

Employers return to hiring mode

More than one third of employers intend to hire more permanent workers in the coming three months as business confidence improves, a survey shows.

However, more hiring will see the return of skills shortages, and place upward pressure on inflation, recruitment firm Hudson says.

The company’s latest quarterly employment expectations survey shows 34.9 per cent of Australian employers intend to increase their permanent headcount between July and September.

That compares to 31.5 per cent of employers in the last report three months ago.

Strategies for the future – Informing the work of the ISCs

The future priorities for Australian Workforce Development were discussed at a meeting in Canberra on 1 June 2010.

Board Members and Chief Executives of 10 Industry Skills Councils along with Board Members from Skills Australia and State Training Board Chairs met to discuss future priorities for the work of the Skills Councils based on the need for sustainable economic growth across the nation.

Boards of Industry Skills Councils will take away the key messages of the day to guide their work and drive real solutions. Their focus in the immediate future is to devise strategies in working with industry on workforce development and to implement the National Green Skills Agreement. The integral link between Workforce Development and economic development was emphasised.

2010 Annual Wage Review

The 2010 Annual Wage Review Decision was handed down Fair Work Australian (FWA) recently. Key elements include:

  • The National Minimum Wage will be increased by 69cents per hour to $15 per hour;
  • Award wage rates for full-time adult employees will be increased by $26.00 per week;
  • Junior, apprentice and trainee wage rates will be adjusted proportionately; and
  • Wage-related allowances and expense-related allowances will be increased in accordance with formulas included in each modern award.

COAG Strategy to Strengthen International Students Sector

The Council of Australian Governments (COAG) has agreed to introduce a range of measures to improve the safety and wellbeing of international students.

The measures will be implemented as part of COAG’s International Students Strategy for Australia (ISSA) and will include:

  • a central portal to provide students with up-to-date information on personal safety, student support services, housing, workplace rights and other useful information
  • a national strategy to improve connections between students and the communities they live in
  • an international student committee to give students a forum to put forward their views on their experiences in Australia
  • an independent statutory complaints body which will be mandatory for international providers
  • taskforces in each state and territory to ensure students are provided with proper support in the event of a provider closure.

The strategy would complement the findings of the Baird Review into the Education Services for Overseas Students Act 2000 to ensure Australia remains a world-leader in the international education sector.

The agreement will benefit over 491,000 students from 190 countries worldwide who are currently living and studying in Australia. It will also go a long way to protect our fourth largest export which brought in over $17 billion in 2009.

The International Students Strategy for Australia will be finalised by COAG in the coming weeks.

Skills Australia has released its paper ‘Australian Workforce Futures: A National Workforce Development Strategy’ reporting recommendations for a fundamental overhaul in the way the nation approaches and supports workforce development—at a national, industry and enterprise level.

The vision for this strategy is that Australia has the workforce capability it requires for a productive, sustainable and inclusive future, and that Australian enterprises have the capacity to develop and use the skills of their workforce to maximum advantage for the benefit of industry and the community.
